OVERVIEW OF IMPORTANT INFORMATION FOR FOREIGNERS IN THE CZECH REPUBLIC IN CONNECTION WITH COVID-19

Restrictive measures in relation to Covid-19 applicable to foreigners

Below is an overview of important information concerning foreigners residing in the Czech Republic in connection with the spread of the coronavirus SARS-CoV-2 (Covid-19 disease). This is only an indicative overview compiled on the basis of publicly available information from state authorities, which is intended to facilitate the understanding of the current situation. We therefore recommend that you regularly monitor official sources of information, especially the website of the Ministry of Health of the Czech Republic (www.mzcr.cz, www.koronavirus.mzcr.cz), State Health Institute (www.szu.cz), Ministry of the Interior of the Czech Republic (https://www.mvcr.cz/clanek/sluzby-pro-verejnost-informace-pro-cizince-informace-pro-cizince.aspx), Ministry of Foreign Affairs of the Czech Republic (www.mzv.cz) and the government office (www.vlada.cz).

In its Resolutions No. 198 of 12 March 2020, No. 203 and No. 209 of 13 March 2020, the Government ordered

  • a ban on entry for all foreigners, with the exception of foreigners staying with a temporary stay of more than 90 days or permanent residence in the territory of the Czech Republic; this does not apply if the entry of these foreigners is in the interest of the Czech Republic

  • prohibition of citizens of the Czech Republic and foreigners with permanent or temporary residence for more than 90 days in the territory of the Czech Republic from traveling from the territory of the Czech Republic; this does not apply if an exemption is granted from this measure

  • stopping the acceptance of visa applications and temporary and permanent stays at embassies of the Czech Republic; this does not apply to persons whose stay is in the interest of the Czech Republic

  • suspension of proceedings in the case of applications for short-stay visas which have not yet been decided; this does not apply to persons whose stay is in the interest of the Czech Republic

  • suspend all proceedings on applications for a residence permit for more than 90 days submitted to embassies

  • that from 13 March from 12.00 noon all citizens of the Czech Republic and foreigners with permanent or temporary residence for more than 90 days in the Czech Republic, with the exception of granted by the Minister of the Interior, if they return from residence in high-risk areas (https://koronavirus.mzcr.cz/staty-sveta-s-vysokym-rizikem-prenosu-nakazy/), they are obliged to report this fact, by telephone or other remote access, to their general practitioner or doctor for children and adolescents and spend 14 days in quarantine

Exceptions (determined by the Minister of the Interior on the basis of Government Resolution No. 203 of 13 March 2020)

  • only persons who can prove that they are employed within a distance of 100 km as the crow flies from the state border will be allowed to cross the border in cross-border traffic

  • EU citizen transiting to his home state through the territory of the Czech Republic (must be evidenced at least by a declaration of transit)

  • a foreigner with a residence permit in another EU Member State transiting to the EU country where he or she has a residence permit through the territory of the Czech Republic (must be evidenced at least by a sworn statement of transit)

  • foreigners with permanent and temporary residence for more than 90 days who express an interest in traveling, but will not be entitled to re-enter the territory of the Czech Republic during the period of validity of the emergency

At the same time, the above-mentioned resolution stipulated that foreigners who are at the time of declaring a state of emergency legitimately temporarily or permanently according to the rules for the stay of foreigners are entitled to remain in the territory for the duration of the state of emergencyu.

  • nevertheless, it is necessary to continue to address your acute residence issues (eg extension of residence permits and send notification of change of employer by post)
